LEPC AWARDED $638,248 FOR FY2020 STOP VIOLENCE AGAINST WOMEN FORMULA GRANT PROGRAM

Law Enforcement Planning Commission (LEPC) Director Ray A. Martinez is pleased to announce the agency was awarded $638,248 from the US Department of Justice, FY2020 STOP Violence Against Women Formula Grant Program (VAWA). LEPC submitted its application on behalf of the territory in April 2020.
LEPC serves as the State Administrative Agency (SAA) for the distribution of federal funds earmarked for local criminal justice agencies, nonprofit, social service agencies, and faith- based organizations. VAWA funding fosters territorial partnerships between police, prosecutors, judges, victim advocates, health care providers, faith leaders, and organizations that serve underserved communities. The VAWA, STOP grant is primarily geared to provide victims with the protection and services they need to pursue safe and healthy lives, while improving the community’s capacity to provide justice for victims and hold offenders accountable.
The VAWA grant is a vital resource that supports an array of specialized and innovative projects throughout the Territory. Initiatives and projects include:

• Services specifically devoted to preventing, identifying, and responding to violent crimes against women;
• Training opportunities for law enforcement, court personnel, and victim service providers;
• Partnerships between law enforcement and victim service providers to provide compassionate outreach to victims of domestic violence, sexual assault, dating violence and stalking; and
• Supporting prosecutors working closely with victim witness advocates, law enforcement, social service, and non-profit agencies.
The Commission is excited about the opportunities this funding will provide established agencies and looks forward to funding new and innovative projects. Victim service providers interested in applying for funding are encouraged to contact the Commission.

The Caribbean Genealogy Library Shifts to Offering Virtual Programming and Events, Hosts its First Virtual Author Event

September 23, 2020, St. Thomas, The Caribbean Genealogy Library (CGL), a research library for history, culture and genealogy located in St. Thomas, is shifting from in person events at the library to virtual events. The library is known for offering lectures on Virgin Islands history, workshops on conducting genealogy research, and author events. They have not held any such events since the COVID pandemic started earlier this year. CGL is following the trend that libraries in the U.S. mainland and elsewhere in the world are pursuing by developing virtual programing.

CGL will host their first virtual author event September 27th, 2020 with Danish historian and author Ann Nørregaard. Ann is the author of “Dollar fo’ Dollar Kulkvinderne på St. Thomas 1870-1917” (translation, Dollar fo ‘Dollar, The Coal Women of St. Thomas 1870-1917). Nørregaard will give her presentation from Denmark, to an audience mostly in the USVI and United States, and hosted by CGL using Zoom.

Ann’s research for “Dollar fo’ Dollar Kulkvinderne på St. Thomas 1870-1917” took three years. The book is currently available only in Danish. The book is first and foremost a depiction of the coal workers’ strikes in 1892 and 1916. It is also an attempt to describe the everyday life of the coaling women whose occupation contributed significantly to the shipping industry. The book is based on police court protocols, censuses, church books, cadastral records, newspaper articles, contemporary accounts and finally the author’s fascination with these hard-working women.

Many of the coaling workers in St. Thomas were women, though men also participated in this work. They carried heavy baskets of coal onboard steam powered vessels in the Charlotte Amalie harbor. Nørregaard explains that, “The coal work on St. Thomas was not the easiest way to earn a living, but if you, like most coal women, were the sole breadwinner, the cash settlement – “the tallies” – for every basket of coal you carried on your head was an attractive choice. The coal carriers were far from belonging to the social elite, but they were not without abilities and they emerged victorious from the two conflicts that arose with their employers.”

The conflicts are the coal carriers strike that occurred on September 12th, 1892, and the November 25th, 1916 strike of harbor workers which included the coal carriers. The latter event resulted in the formation of the first labor unions. The strikes in 1892 and 1916 were victories for the workers, who achieved higher wages and better working conditions.

In Nørregaard’s virtual presentation she will discuss why she chose to research this topic, the resources she used to conduct the research, and she will discuss the 1892 strike and the 1916 strike and what followed. She will also use census records and historic maps to illustrate where the coal women lived, with whom and under what conditions.

Ann Nørregaard has a master’s degree in history and archaeology from the University of Copenhagen. Her main interests are the history of women in the Medieval Europe, and maritime history. She is the author of several publications about Danish and maritime history.

The Caribbean Genealogy Library (CGL) was founded in 2000 with the mission to identify, preserve and provide access to Caribbean genealogy, history and cultural heritage information resources for the Virgin Islands and the Caribbean, and to encourage their use for family history documentation, education, and scholarship.

CGL is the only library on St. Thomas that focuses solely on history, culture and genealogy. It offers workshops, lectures and events through the year. PLASKETT AND JOYCE INTRODUCE HR. 8345 – LEGISLATION TO EXTEND RELIEF TO U.S. AIR TRANSPORTATION SECTOR

Washington, DC – Congresswoman Stacey E. Plaskett (D-VI) and Congressman David Joyce (R-OH) today introduced legislation, the Air Carrier Worker Support Extension Act of 2020, to extend the airline worker Payroll Support Program through March 2021:

The aviation industry has been hit hard by the global pandemic. Within days, hundreds of thousands of aviation jobs, and flight connections all across the United States, were put at risk due to the public health emergency caused by COVID-19. Through passage of the CARES Act, Congress moved quickly to keep airline workers on the job, with their benefits, and off the unemployment lines. As an example, the air travel to the Virgin Islands was reduced by weeks into months at the beginning of COVID-19. It did pick up in the summer, but we have had to recently limit leisure travel. In my District tourism accounts for 60% of the Virgin Islands GDP.

“The Payroll Support Program for aviation industry employees, included in the CARES Act, has been very successful in keeping hundreds of thousands of U.S. aviation workers—including pilots, flight attendants, customer service agents, and mechanics—on payroll. However, because this program is set to expire on October 1st, and air travel demand remains at historic lows, tens of thousands of job losses are possible within a matter of days,” said Congresswoman Plaskett.  “The PSP must be extended for another six months to make sure hardworking men and women in the air transportation sector are not left out in the cold through no fault of their own. We need to make sure these workers, some of whom undergo security clearances and cannot be replaced quickly, remain on payroll once airline demand returns.”

“When Congress passed the CARES Act back in March, we created several programs to protect American workers, including the Payroll Support Program,” said Congressman Dave Joyce. “This program has successfully kept hundreds of thousands of pilots, flight attendants, airline customer service agents, and aviation mechanics on payroll throughout the COVID-19 pandemic. But with air travel remaining at historic lows and the Payroll Support Program expiring on October 1st, immediate action must be taken to prevent tens of thousands of those workers from being laid off. I’m proud to introduce this bipartisan legislation with Congresswoman Plaskett to ensure the hardworking Americans in the aviation industry can keep the lights on and provide for their families as we continue to navigate the ongoing pandemic.”

“We are grateful for the support of Rep. Plaskett and Rep. Joyce for extending the Payroll Support Program an effort to save the jobs of thousands of U.S. airline employees – flight attendants, pilots, mechanics, gate agents and others.  In just seven days, U.S. airlines will be forced to make very difficult business decisions, including announced furloughs and significant reductions in service, without additional federal aid. We are running out of time,” said A4A President and CEO Nicholas E. Calio. “These are dire times for the U.S. airline industry. Passenger volumes remain down approximately 70 percent, a third of the U.S. fleet is still idled and U.S. carriers continue to collectively burn $5 billion in cash per month. We are grateful for the strong bipartisan, bicameral support from Congress – including a large group of senators who wrote a letter saying, ‘[W]e must take swift action to extend CARES Act payroll support for passenger air carrier employees to prevent furloughs and provide certainty for workers ahead of October 1, 2020,’ as well as the more than 250 House members who wrote that ‘Without further relief from Congress, mass layoffs among airline industry workers are inevitable-and their magnitude will eclipse those of any furloughs the industry has ever seen.’Congress needs to act now to protect the jobs of tens of thousands of U.S. employees, who continue to provide essential services and are truly the backbone of the U.S. airline industry.”

The Air Carrier Worker Support Extension Act of 2020 would extend PSP for six months, through March 2021, help frontline employees continue to receive their current paychecks, and require airlines to maintain flights to the communities they serve. The House of Representatives remains committed to ensuring that all facets of our transportation network have the resources they need to survive the current economic crisis.  I will continue to support an extension of the PSP lifeline for air transportation workers in the next economic stimulus package.

Governor Bryan Remembers Eugene “Genix” Thomas as Formidable Coach, Mentor to St. Croix Youth

U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr., on Wednesday issued the following statement extending condolences to the family and friends of Virgin Islands sports icon, Eugene “Genix” Thomas:

“To call Eugene “Genix” Thomas a sports icon in our Virgin Islands, is to tell of just one of his many significant contributions to our community. Genix was more than an accomplished baseball and softball coach. He was a mentor whose dedication and commitment to Virgin Islands youth opened doors that would otherwise be closed if not for his tutelage. He was a formidable coach who helped to mold many of St. Croix’s most accomplished athletes. More importantly, he was a mentor who guided those young men and women to success through hard work and discipline. 

“I extend my heartfelt condolences to his family, friends, and all in the Frederiksted and greater Virgin Islands community who mourns his loss.”
