U.S. Attorney Warns of Phone Scammers Preying Upon the Elderly

St. Thomas, USVI – United States Attorney Gretchen C.F. Shappert for the District of the Virgin Islands announced that The Office of Justice Programs’ Office for Victims of Crime (OVC) has received multiple reports that individuals claiming to represent the Department of Justice are contacting members of the public as part of an imposter scam. She strongly encourages the public to remain vigilant and not to provide personal information during these calls, which appear to target the elderly.
Reports to the National Elder Fraud Hotline indicate these scammers falsely represent themselves as Department of Justice investigators or employees and attempt to obtain personal information from the call recipient, or they leave a voicemail with a return phone number. The return phone number directs users to a recorded menu that matches the recorded menu for the department’s main phone number. Eventually, the user reaches an “operator” who steers the user to someone claiming to be an investigator. That “investigator” then attempts to gain the user’s personal information.

“Members of the public need to know that Department of Justice employees never contact members of the public, asking for personal information,” Shappert said. “Anyone who receives such a call or an email, should contact the Federal Bureau Investigation (FBI) or the Federal Trade Commission (FTC) immediately.”

United States Attorney Shappert encourages anyone, and especially elderly victims, who may be a victim of fraud – or of any other crime – to come forward and make a report to the FBI at (340) 777-3363.
Those who receive these calls are encouraged not to provide personal information and to report these scams to the FTC via their website or by calling 877–FTC–HELP (877-382-4357). Fraud can also be reported to the FBI for law enforcement action at https://www.justice.gov/criminal-fraud/report-fraud

The National Elder Fraud Hotline is a resource created by OVC for people to report fraud against anyone age 60 or older. Reporting certain financial losses due to fraud as soon as possible, and within the first 2–3 days, can increase the likelihood of recovering losses. The hotline is open seven days a week. Governor Bryan to Update Residents on COVID-19

Communications Director Reminds VI Families about P-EBT Program, Asks for Community’s Patience as School Year Begins with Soft Opening

U.S. VIRGIN ISLANDS – During the Government House weekly press briefing, Richard Motta Jr., Director of Communications for the Office of the Governor, reminded the community that the Pandemic Electronic Benefits (P-EBT) program continues to issue cards to eligible students and asked for the public’s patience as the Department of Education begins the 2020-2021 school year with a two-week soft-opening period.

“Today is the first day of school for the territory’s public-school students and I want to wish all our students, teachers, faculty and staff a warm welcome back,” Mr. Motta said. “Parents and guardians, teachers and other support staff:  This week and this soft-opening-period will not be without its share of challenges. I beg your indulgence on behalf of the governor and the Department of Education, as we all navigate this unchartered territory, and ask for your continued cooperation toward our shared goal of ensuring our students have a safe and successful start to the 2020-2021 school year. “

Mr. Motta also announced that the Department of Human Services continues to issue P-EBT cards to families of students who are eligible. The Federal funding under the P-EBT program is tied to the Department of Education’s school lunch program which is why the federal government has structured the benefits in a way which issues those benefits to the individual students as opposed to the head of household as done under the SNAP program.

“By now most of you have received your P-EBT benefits in the mail,” Mr. Motta said.

Anyone with questions or concerns, including lost or damaged cards, or difficulty creating a pin, should call the P-EBT hotline at 340-772-7120 or send an email to pebt@dhs.vi.gov with P-EBT in the subject line, he said.

PUI Update

Currently tracking have 58 active cases

18,354 individuals tested to date

17,120 of those tests came back negative

1221 came back positive

1,144 individuals have recovered.

19 fatalities to date.

The 19th fatality was an 82-year-old male on St. Thomas, who passed away shortly after being admitted to the Schneider Regional Medical Center in respiratory distress.

There are no COVID-Positive patients at the Juan F. Luis Hospital and just one COVID-positive patient at the Schneider Regional Medical Center.

Unemployment

To date, the Virgin Islands Department of Labor (VIDOL) has issued 36,291 unemployment insurance checks totaling $27,772,302 million dollars to VI residents impacted by COVID-19 related job-losses.

The department has also issued an additional 26,814 Federal Pandemic Unemployment Compensation payments totaling $40,814,880 dollars.

VIDOL has issued $2,446,101 in Pandemic Unemployment Assistance and $1,000,005 in Pandemic Emergency Unemployment Compensation.

In total, the Bryan-Roach Administration has issued 64,463 unemployment benefit payments to Virgin Islands residents totaling $72,033,288. Up $2 million since last week.

Governor Bryan Awards $30,000 Grant To Ten Thousand Helpers Organization Funds will aid men experiencing homelessness, mental health issues

US VIRGIN ISLANDS –– Governor Albert Bryan Jr., on Friday, awarded Ten Thousand Helpers of St. Croix, a $30,000 grant to assist the St. Croix-based non-profit organization with its Fiscal Year 2021 operations. 

 

Ten Thousand Helpers is a non-profit organization based in Frederiksted advocating for people who are homeless or suffering from mental health or substance abuse issues transition. The organization provides shelter, life skills programs and job training to help aid them in their transition back into society.

 

“Groups like Ten Thousand Helpers are the cornerstone of social services that are key in helping  the government provide the care needed to all people of the community, and I am grateful for the good work they do,” Governor Bryan said. “My Administration is committed to maximizing social services in the Territory, particularly for persons experiencing homelessness, substance or alcohol abuse or developmental disabilities, and our non-profit organizations are instrumental in achieving that goal.”

 

In January, Governor Bryan submitted legislation to the 33rd Legislature to establish the , called the Virgin Islands Behavioral Health and Developmental Disability Act, a sweeping and comprehensive reform of the mental health system that would unify the various parts of the V.I. Code, some dating back to 1965, into one cohesive system across Health, Human Services, Justice and other related agencies and departments.

 

The legislation also would establish the Territory’s first behavioral health, mental health, developmental disability and alcohol and substance abuse facility, and it will allow for interdepartmental coordination between the court, government agencies, private and public facilities, health professionals and non-profit organizations to address Virgin Islanders’ mental health needs through the creation and expansion of new divisions, programs, treatments and patient rights policies.

 

Ten Thousand Helpers was established in 2007 to recognize the devastating impact of mental illness on individuals, families and friends and recognize the isolation and social rejection that the condition triggers. The organization also operates the transitional facility Rainbow House in Frederiksted.
